Does preordering Rebellion give us Trinity as well, or does it just mean that the content will be available in Rebellion when Rebellion is released?

Just the content. If you wish to be able to play with people who only have Trinity/Diplomacy/Entrenchment/Vanilla, you'll still need Trinity separately.
