maintenance cost - edit reference to the buildings

With all of the city buildings maintenance costs seemingly being gradually removed (this part is not the complaint) what effect will this have on the the city level up bonus building that reduces this cost by 50% ? At the moment this building appears to be a lovely model, but largely....useless.
