[0.914] AI cities still building around lairs

I read elsewhere that bugs were supposed to be stated in individual threads, rather than in groups, so this is my contribution.  It was supposedly dealt with in this bigfix, but it's still around, as I discovered upon finding cities by an AI player that were both around monster lairs, and next door to other monsters that were ignoring them.  Given that one was a dragon, it was rather hard to miss.

It probably means they will pick the tile with the best output within their sight range. As in, they'll move 1-2 tiles and settle on a 4/4 instead of a 4/3. From what I've seen so far, the pioneers are doing pretty well... unfortunately, I don't think this applies to the sovereigns when they first build a city, and they still build it where they first start (not ideal).

 

As for the OP, yes, yes they still are.

I suppose I wouldn't mind so much if we could check later to discover smashed buildings, pioneer bones, and a giant neutral belching delicately behind a paw.

More importantly, neutrals don't seem so prone to attack the AI as the player.  If they are disturbed, they should not show a deference toward the AI.
