task bar look isn't right? not transparent?

I don't know what setting is wrong? But when I apply a skin, the bottom task bar is not transparent like the skins?

I've tried moving the Transparent arrow, does nothing in the end.

There must be a setting or two that's not right for me. Any ideas? Thanks. I have a photo but don't know how to post it..
