Glitches

I just finished a game of SOSER and there were several problems.  I was TEC and after I researched the 'civilian' tree and I aquired the insurgency section. However, after attacking various factions I discovered that the 'pirates' were not attacking anybody but me when i entered that specific planet. Sometimes there were dozens of these 'pirates' since they were never attacked by the local planet defenders.

There isn't really any clear counter part to a 'titan'.

I hope these issues are addressed quickly.
