Building a Titan ??

I queued up a Titan but it just sits in the Titan Foundry. I've waited well over the build time (408 seconds). I don't understand what I am doing wrong.

How many research levels do you have for the Titan. Four is required.

I figured it out thanks. I needed to upgrade all the levels.
