How do i increase diplomacy

Can someone explain to me the mechanics of diplomacy? I was playing a 2v2v2 game with me and my friend on the same side. We sent each other 4 envoys each (to each other's capital planets) but our relationship never went above 12. How do i increase it more? I keep reading people sayings "we got to the envoy stage". Is there something before that that I can do to increase relationship?

 

And does it matter where the envoys go and how many there are? Do i have to spread them out or what?

Yes. You can get no more than a +2 relationship bonus for a single planet. Multiple envoys will let you get to that limit faster, but once it hits 2 having more than 1 envoy is useless. You almost always send your envoys to different planets from the start. With one envoy at a different planet, 4 of them should give you +8 relations eventually.

GuaFan77 is right, sent your envoys to 5 different planets of his and you will get to 20 standing ;)
