[.99 QUERY] I have not been able to build Mercantross Bazaar even though I surely was the first one with the tech

Has anybody been able to build this in .99 or .991?  I had a game where I popped two lost libraries so I had trading on like Turn 5 and it wasn't available to build.  Do you need a merchant first?

I built it in .99 in two games. I don't know what the prereqs are.  If you put Capitar in the game, like I do, they might beat you to it at times, but turn 5 seems unlikely...

What size was the city you were trying to build it in?  That's a factor, as I recall.
