Galciv 1 question

I downloaded some mods for the first game(with altarian prophecy) to wait for the second galciv to arrive by shipping. Here's what happened:

I download the mods. I put them into the data folder AND the mods/data folder.

I started the game up.

Enabled the mods and re-started galciv.

started and played through part of a game, and found these problems:

- the mod technology shows up with nothing new to build and no bonuses.

- Every starbase module disappears.

- the mod ships and improvements never show up, even after researching their corresponding mod technology.

This is a huge problem that I don't know how to fix. suggestions?
