How can I disable the drag and drop in the Desktop app?

Hi. This is gonna sound really weird and hard to understand but bear with me. I don't know if I'm the only one getting this but I feel it's a bug from Start8.

There is a feature in Win8 that you can drag and drop any program if you put your cursor to the upper ledge and drag downwards.

Only problem is, it also exists in my Desktop app for some reason. I don't know if that's intentional from Microsoft or a bug.

The thing is when I login to Windows that hand never shows up no matter how close i get to the edge of my screen, however after a while of using Windows it just starts to appear when I get remotely close to the upper edge and it's REALLY annoying. I can hardly select or close any tabs in my browser because of that annoying feature and I think that originally Start8 gets rid of it (or I hope it does) but it doesn't do a great job because it gets back after few hours for some reason.

I don't even know if that feature should exist in the Desktop app but it does in my case.

Any advice to how I can completely disable this feature?

I never use it and I never use the modern UI anyway.
