No alliance option avaliable under diplomatic screen

before you ask, but both civs have alliance tec and is friendly

What the title said. I'm using steam's ultimate edition, and I'll also add that I have never observe the AI forming alliance either.

 

 

I have the alliance tec, and since it's not an option for trade, I assume the Zylon empire also have the tec.

 

Do anyone have any clues as to why this is the case? I'll really appreciate it if someone could find a solution, because I much rather win this game with an alliance victory than to take on that Zylon war machine.

You will not get the alliance option in the trade screen until you are very friendly (close) to the race that you are attempting to form an alliance with.

Same thing with Research treaty and Economic treaty's but not to that extent the race in question only has to be somewhat friendly at that.

Even if those options appear it does not gaurantee that the race will agree to ally with you or form such treaty unless they feel it is beneficial for them to do so.  You may need to sweeten the pot per say, adding techs, money, ships ect...

P.S.  I see in the screen shot you provided that you do have a Research Treaty option and you are somewhat friendly with them, if you keep getting closer the alliance option will appear.

In the screenshot you gave us, the Zylons are "Friendly", you need to get a player to "Close" before they will consider allying with you.

You can check if they have the tech by seeing if you can sell/trade it to them.  If it does not appear as an item you can sell/trade to them, they they do already have the tech.
