"All Programs" link as a traditional menu

Hi, is there an option to expand the "All Programs" link (above search) as a traditional menu? Sort of like WinXP had, or similar to the right panel menus such as Administrative Tools?

I always hated this change they made from XP to vista, and now that we have to rebuild the whole thing could be a nice (and easy?) feature to add.
