Problems adjusting size and moving fences

I'm having a hell of a time with moving and resizing fences. Yesterday I loaded the recent versions of fences and Start 8 on my new computer with Windows 8. Everything looks great but these problems continue. I try clicking, enlarging the borders from the top, the sides, and the bottom. I single click, double and triple click. Anyone else have any ideas about this or is this just a temporary glitch on a new version?
