Dock with Windows 7 Taskbar behavior

Hey there,

I've got the following problem:

When I add an icon to the dock, it's just a shortcut to start the program by clicking it. While the program is running, there is another icon on the dock for this application. For example: I open the browser by clicking on it's icon and then there'll be another icon displaying the current open page. Clicking the shortcut-icon again, will open another tab instead of bringing the program into front.
Is there a way to combine this into ONE icon?

This is what the windows 7 taskbar does: You've got an icon, by clicking it you'll start the program and by clicking it again you can minimize / maximize the running program. 1 icon to start a program and the same icon for the running application.

IN SHORT: Is is possible to have a dock with the behavior of the windows 7 taskbar?
