ermm im confused by jpegs in mods...

Most of the graphics GalCiv uses are .pcx files, not .jpgs.

If it is an event pcx, place it into the \GFX directory off the GalCiv root. On my machine this would be:
C:\Program Files\Strategy First\Galactic Civilizations\GFX

If this is not an event pcx, post what kind of mod you are installing here, and I will tell you where it should go.

Oh, and if it is a .jpg, it probably still won't work, as GalCiv expects .pcx files. You'll have to convert it.

okay, dumb question but.... I put the file where you mentioned but now it wont open (the file shows zipped) Do i have to down load a program to open it?
