[Bug] Unlimited Zone of Control Expansion

EDIT: Gah. When I searched -before- logging into the forums nothing else about this showed up but then afterwards it did... Can't find a way to delete the post so... Oh well.

 

I've managed to accidentally stumble across a bug related to city zone of control...

 

If you build a city, and in that city place a monument, the Zone of Control for that city increases.

 

But what happens if you delete the monument and rebuild it..? Ideally, nothing.

Those black lines along the edge of the fog of war are the city's zone of control borders.

 

I was expanding the city by deleting/rebuilding to see how big it could get [determined that it allows you to snake up to 8 large-tiles in each direction for a total theoretical city size of 17x17 large tiles], and the monument (since it's a base structure) was one of the handful of buildings I was using to expand the city's walls. I didn't actually notice the zone of control change at first, I thought it was retracting and expanding when I got the messages, since I wasn't looking at the zone of control but the city walls...

 

Then I heard about something of mine being destroyed to the southeast "Hm, that's odd, I didn't build anything to the southeast..." and when I scrolled over, I noticed my zone of control had actually swallowed up another civilization and taken control of all of their unattached resource improvements, one of which a roving monster destroyed.

 

 

Anyways, as you can see from the screenshot it's not a simple matter of "Oh your city can get slightly larger than it's supposed to" but... I instead managed to swallow up several civilizations and wildlands (though the wildlands did maintain their borders! my ZoC merely surrounded them)

more of an exploit than a bug...

what is missing is that the +1 ZoC has to be taken away if the monument is detroyed.
