[suggestion] The "general" abilities should have more than one level

The general skills like tinker should have more than one level such as tinker 1, tinker 2, tinker 3.

Although 3 should be the maximum.

The Heroic Pursuits mod has two more +accessory abilities in it. But it would be nice to have that in the main game, too.
