How to rush production

Hello I need some help. I have searched long and hard to find a way to rush production on improvements. I have looked everwhere in game and found nothing. If someone could tell me what i need to do that would be great. THANKS!

You need to research the tech Administration under the civics tree. It is a second tier tech following Civics and Knowledge.

I think it used to be part of Civics in FE. Sometime in LH's development though, they changed it to come with Administration.
