Galaxy Forge - Owned planets start with factories

I've been using the Galaxy Forge to make my own maps for a while now, but I still have no idea how to get around this.  In my maps I like to give each player a small cluster of planets to start out with so that everyone has a bit of an economic base set up before they encounter other players.  For an even faster start, I want to be able to have players start with their little home cluster already colonized and upgraded.  However, whenever I give a player ownership of a planet in Galaxy Forge, it starts out with factories as if it is the player's home planet.  That's not much of a problem for human players, as they can simply scuttle the factories, but it slows the AI down considerably because it takes them a while to decide that they don't need those extra factories and that the slots could be put to better use.

I do make sure the 'IsHomePlanet' option is set to false, I've tried using other planetary templates, and the same thing happens whether or not quick start is enabled (except that no capital ship factory spawns when it's disabled, again just like as if it's a home planet).  The most frustrating part is that some way, some how, I actually managed to do it correctly so that no factories spawn on one of my maps, and have no idea how I managed to make that happen.

Any help would be greatly appreciated.

for each of the owned extra planets, just set the planet  to no template and if you want something to spawn at it explicitly spawn the items.
