Do you need WindowBlinds to use WB themes?

I have been trying to find documentation for WindowBlinds and cannot find any. I am wondering if WindowBlinds creates themes and visual styles that can be used by people that do not have Windowblinds or anything other software installed. After a great deal of searching it seems that WindowBlinds needs to be running all the time to make a theme work, or users will at least need need wbserv.dll. I assume this is a background service. I tried downloading themes from WinCustomize to test this, but they are just .wba files. I assume this is what WindowBlinds uses, as opposed to .theme and .msstyles themes and styles. Can anyone clarify this for me? Thanks.

WindowBlinds themes require WindowBlinds to be installed.
