I started a game with the biggest galaxy and ended it right away with ALT+F4.
Debug Message: Game Initialization completed.

Another thing that might be good to know later on...on my "low-end" pc (P400) I seldom see whole of the startup cutscreen-replacement. if any at all. I guess my comp is busy with loading the game.
