Open the config window and choose color. I don't think you can change just the taskbar itself without using Skinstudio but you can change the overall color.

Yeah, as Uvah said you can re-color a skin but it's going to affect the whole skin.  Also note, re-coloring doesn't work with all skins, so the results of coloring will vary with each skin.

you could also choose a tsakbar from any installed skin through wb settings. ;P would change the start menu also I believe, but not individually.

This is actually the easiest way to individually color just the taskbar, start menu, etc. if you are not experienced with skinstudio. Just use a picture of any color you want and add it as a texture to the part of the skin you want colored. Even using this method will have various results though as Island Dog mentioned.
