Help finding a theme!

I remember a theme from a long time ago, around Windows XP time, I believe.  It was orange (ish?), and had a radioactive symbol for the start menu....I've searched and searched....I think it also had a quasi carbon fiber look as well.  Can someone point in the right direction? It's driving me crazy that I can't think of it.

!!!!!!YOU FOUND IT!!!!!!!  Amazing!  Seriously.  It was driving me insane.  Used to use it all the time on a laptop I'd purchased until it got stolen.  I could never find it after that.  Oh, it was Meltdown, btw.  Thanks for helping this dude remember (and reinstall) an awesome WB theme.

 ..It was a wonderful  walk down memory lane for me. So many great Windowblinds and names of skinners!!!   I remembered the  radioactive symbal in the start button, but couldn't remember the author. But it was fun and I am glad I could help!!!
