If you're losing the planet instantly, are you sure its a pirate raid? It sounds more like its the open rebellion random event from the Stellar Phenomenon DLC, which causes planets with low allegiance to revolt and spawn in a fleet of REBEL ships, not pirate ships. Check the name of the owner so we can be certain what you are experiencing.

If I'm correct, you need to raise the allegiance of the planets that are affected. You may also want to opt into the public beta of version 1.82 on steam, which makes this event less frequent, so that it can basically only be caused by enemy culture. As a last resort, you can start a new game with random events disabled.

ah yes, rebel ships, not pirate. but can't get alliegence higher than 35% and it's those who gets taken over even if they have 4 culture structures in their gravity.

but thanks for telling that it is these events causing it, i just thought those were with the plasma storms or what they else are called which travel the universe a couple of time.

Get yourself on to the beta update. It fixes the problem.

AFAIK tec are the only faction that does not have an actual allegiance modifier (increase of overall allegiance) like some researches the vasari, and especially the advent have. Tec has research that increase the rate culture spreads, but thats about it. So if you have tec worlds in the same star system that are very far from the capital i can see why allegiance would be very low. If 35% is the best you can get with broadcast centers built around the planet i would suggest to keep a garrison fleet close by just in case (at least till this is fixed), or just turn random events off.
