Possible bug?

Iridium Starport built on same hex as my Starbase

I was playing a game as Terran vs the Iridians and I had a Starbase with Culture modules very near their homeworld. I destroyed their Starport with a ship and move my ship onto the square where the Starport was. A couple of turn later they built a new Starport ontop/underneath my culture Starbase on the same hex.

You can do the same thing with your own SB & SY (build SB, un-anchor & move SY to SB tile, drop anchor). I am also guessing this is a bug, but have not seen anything on it one way or another.
