[1.7] Bug? Rivers no longer stop movement at all

I haven't played for awhile, so apologies if this was recently changed in a patch that I missed.

Rivers no longer seem to stop movement at all as they once did, or inhibit movement in any way beyond a normal 1 movement point cost (which makes them a faster way to get through forests or hilly areas, actually).

I would like to know also.  This changes the game quite a bit.  Developers?  Please respond

It seems there was an xml change for the terrain cost. In Fallen Enchantress the cost was 48 and thus ended movement, the new xml says 8. Although, it does say ends movement still. So, it looks like it was a change. I wonder if this was to make the pathing for the AI so they stop avoiding the rivers as a pass through.

If this change was planned, I would have thought it would be in the patch notes.   hmm

For some reason it seems to have gone back to the old cost after installing the latest version (1.7b) of XtraDeconstruct, did you happen to change any files in your mod?  It wasn't like that with 1.7a.
