Reduce Population Pressure Malus

Repost of what I said in another thread;

The population pressure is far too heavy as-is. It should be lowered greatly.

It was excusable, barely, in GC2 where approval was just a pop growth modifier and the number of people you had on a planet was largely irrelevant to production, but now that population is the determining factor punishing us for having too much so excessively is really pushing it.

I would suggest lowering the malus incurred from having many people on a planet by as much as half. It is far too debilitating.

Paradox; we want approval. It must have a purpose. With out negative modifies almost equal to positive modifies then its pointless and easy. Pop-pres is the biggest negative modifier so its needed. Without it there's basically nothing stopping you from 100% approval. Planetary wealth on the other hand is a problem, it is the nail in the coffin for specialized colonies. Planetary wealth needs to change not pop-pres IMHO.

(yes it is odd I'm defending a malice.)
