Is it time to Nerf the overpowered Deliverance Engine?

I think most people who play MP agree that the DE is getting out of hand. Any suggestions on how to fix it?

Yes, yes it is time. I think we should make it only effect culture with a small bonus for any of your own ships in the affected gravwell.

We need to nerf the real superweapons in game. I'm talking about flak of course. Once we nerf flak then we can move onto lesser issues like this.
