Will not Colonize

I have a colony ship that I sent out to a planet to colonize but when it got to the planet it just stopped and will not colonize it. The planet is currently not colonized and has a note of a "earth like planet" with a rating of 12.

How do i get my colony ship to actually colonize it?

I figured out that I can not colonize planet outside my sphere of influence. Is this by design?

This is an issue w/ the UP vote to not allow any race to build a star base or colonize any planet in any other players ZOA.  For whatever reason it's not allowing you to then colonize any planet outside of your ZOA.  My Ticket #XBM-321-34603

Temp Work Around:   Send a constructor to that system, build a star base which will put it in your ZOA, then you should be able to colonize.

 

Other colonization bugs, just not able to colonize random world.  This is caused randomly by another race attempting to colonize a world.

Work Around:  Move colony ship with-in range, save game, reload game should allow you to colonize.
