This question right here will help you figure out what video card you will need. Basically one that can run DirectX10 or higher.
Q: Why don't you support DirectX 9?
A: DirectX 10 and 11 allow us to easily have multiple threads touch the graphics card simultaneously. This results in much higher-quality font rendering, HDR lighting, makes it a lot easier to support advanced UI scaling, and makes the game less CPU-bound which will be important for giving the artificial intelligence engine more processing power to execute VCSS's (Very Complex Strategy Simulations). As with the decision to be 64-bit, it allows us to create a better game for the majority of players that already meet the requirements.

Nice, but i knew this before

"

AMD Radeon HD 8240

The AMD Radeon HD 8240 is an integrated DirectX 11.1 graphics card typically paired with AMD Kabini-class APUs (for example, the E1-2500). It offers 128 shader cores and two Compute Units based on the GCN architecture and is clocked at 400 MHz with no support for Turbo. The graphics card does not have dedicated VRAM and will access the main memory of the system (up to single-channel DDR3L-1333).

The HD 8240 integrates both UVD 4.2 and VCE 2.0 video encoders. It supports up to two external monitors via VGA, DVI, HDMI 1.4a and DisplayPort 1.2.

Depending on the benchmark, the performance of the Radeon HD 8240 is somewhere between the Intel HD Graphics (Ivy Bridge) and HD Graphics 4000 GPUs. This is on par with a dedicated Radeon HD 6450M, but is still too slow for modern games as of 2013. However, some older and less demanding games will run fluently if the performance of the CPU is sufficient."

you see, it´s able to drive directx 11 but not very pretty.

Can you please say which one you are using?

What's your video ram. Your card is well in recommended requirements otherwise. What's your graphics ram.
