Minor Race Starbase issue

   I've seen this twice in my current game (can submit support ticket with save if needed)

   1)  Minor race sends a constructor to a location with both mining resources and a precursor / ascention in range.  Immediately build archeology module.  Never sends second constructor to build mining ring.  Is never able to mine and sell resource.  AI needs to know to send a second constructor to these locations.

   2)  I can not build starbase there because of their starbase.  Sometimes obstructs economic starbase on planet.  They will not sell this starbase too me, despite being deep in my territory.  Suggestion:  make AI more likely to sell immoble assets (starbases, planets) when inside enemy influence.  Now I need to build a fleet to kill the strbases and replace, I would rather buy, esp when deep in my territory.

   3)  Minors go bankrupt, never recover, all production and research stops, including constructors.  Suggestion:  give minors Tourism income at game start (like wealthy perk) so they have a higher initial income.  This may be reason minors never build another constructor.

In my .83 game I've got a minor race mining durantium and a precursor relic.  Perhaps mine didn't go bankrupt as fast as yours.

In my current game, there are a couple of minors that have been building bases like crazy! They are definitely sending them several constructors to add more perks to them. They have also been willing to sell me their bases, it just costs a bit of BC is all. I stupidly made a non-aggression pact with one and I can't break it and it hasn't expired for over 200 turns... So I have to keep buying his bases that he keeps building in my ZOC...

   Thanks for your feedback.  I went and checked - they will sell me some of their starbases, but not the ones I want.  It probably has to do with the value the AI places on the ascension crystal they are "mining."  They were willing to sell me a thulium and duranium mining base for 4 techs (incl terraforming and habitat improvement) and 811 credits though.

  They have -230 credits and 5 starbases.
