Altarian resource mining tech doesn't unlock station modules

As the title says, since the opt in at the very least, the altarians mining barracks and other mining associated tech from the tech tree is not unlocking the starbase modules, im not sure if this was recently introduced with the opt in or just something wrong with the Altarian tech tree itself.and on another note, the specialization where you can gain +1 from each resource (this is how i am reading it at least) doesn't seem to do anything. no increase in resources from each active mining operation and nothing anywhere else to indicate this specialization is doing anything at all.
