Starbases?

I need a primer about these things. In my last game, I couldn't build one where I wanted to for some reason and, overall, they confuse me. How do I know how many I can build/where I can build them?

No starbase can be built within 5 hexes of another starbase. Basically if you click on the Starbase you will see a ring. You have to build the new one outside of it.

If u look in the FOW im pretty sure u will probably find an AI starbase. they count for the limit to :)

 

EDIT - Actually if u have a closer look you can see a dotted line going into the fow from the relic. that indicates its taken by a nearby starbase. if you hover over the relic it should say something liked "Owned. Thalan - Spacebase 1"

That's insane! There needs to be more than a thin dotted line seeing as they use lines for territories, ranges, etc. There's got to be some better way to show why you can't put a starbase down.
