On some things like factories if they are partially built and I go to buy they seem to be pro-rated cost.
When I tried to buy a custom ship after part built it wanted the full cost.
Is this by design.
A partially built ship does not cost the full amount. There is a bug in the tool tip display in the shipyard. See my post https://forums.galciv3.com/464928 for details.
If you quick-build from the main map, I think I found that it showed and used the correct cost.
