Where the heck is the Documentation!?!?

Trying to play this game is a shot in the dark. There is no doc/wiki to be found anywhere to explain some of these things. 

 

Example. Lev V Motivation in the Malevolent line "The Culling Planetary Project". Supposedly unlocks but I dont see any building or any other "thing" that got unlocked.

 

Please point me to where there is good documentation for this game that explains the finer details of the sets!!! 

 

Bad Job to Dev for not releasing solid doc!

Looking at the XML that unlock appears to give a 25% bonus to manufacturing to all you colonies.  There is nothing to build, you should just see it in the tooltip for your colony for Manufacturing.  That description might be more clear though.
