The problem is all those stupid military techs that they're so fond of getting early game.
Instead of getting Militarization, which they're not going to use anyways for a long time, they should instead get useful things like better engines or Manufacturing bonuses.
In fact, due to Tech Cost Inflation, getting those useless techs is literally counter productive and SERIOUSLY gimp AI research for a loooooong time.
