why people who purchased servo from steam can't access this?

Founders are people who bought Servo after it was first announced in March and before it went Early Access on May 28. As a thank you to them for buying the game so early they have access to the Founder's Vault.

So if you bought the game when it went Early Access on Steam on May 28 or after that, you don't have access to the Founder's Vault. Of course we have and will continue to share updates and art with all players.

Hopefully that clears up any confusion.
