United Planets--Does "A" Always Win?

Every time I go to the UP, whatever race is in slot "A" always wins.  I think I've only seen "B" once through all play throughs...anyone else observed this?  Possible bug or do they put the expected winner in "A" on purpose?

I would guess that the list is actually sorted most-pop to least-pop. So unless you get allies voting for each other, everyone just votes for themselves and the most-pop empire will always win.

I take you're talking about when the UP chairsapient is elected. The position when voting is determined by your influence, so if everybody votes only for themselves they would naturally win, that's why having good relations with other civilizations is important, even minors could tip the balance. In my last game the Krynn who were E won, so no A is not always the victor.

This, only the top 6 most populous empires are listed and are sorted A-F in descending order. With most of A-F voting for themselves you can see A usually have the lead and it comes down to the remaining factions that aren't included to tip the balance. Of course I've seen some odd behaviour where some AI don't actually vote for themselves but in most cases they do.

Thanks for all the replies, didn't realize it was sorted by Pop.  That helps explain it better.
