..but why can't I build buildings on my homeworld? Everything is listed as completion time N/A. I have my govern settings at 50/50 manufacturing v research, and can build on other planets, just not Earth. What am I missing?

Please provide a screen shot of the Govern Planet Window, showing the pie screen. As suggested, you probably have 100% set to military manufacturing (shipyard) and 0% set to social manufacturing (planetary buildings).
Yes that worked. Click >govern planet< and post that screen shot. Also a shot of you economy control screen. I am sure this is not a bug, you just have something set wrong
He may also have set to 100% research, or 100% economy, or might be bankrupt (where upon the game forces you to go 100% econ).
I ran into the same problem after I went to war and changed my production to 100% military. If you do that, then everything in your build tree will say "N/A" if it's not military related. if you pull back your slider to something like 90/10% those N/A's should go away.
