Tooltip is still flashing and still can't build orbitals

Am I missing something I am using version .60.13794

 

Edit: I had changed the UI scaling to 0.9 and that is what caused the tool tip to flash

I will later tonight once I'm home, but this might help. I was using a 1600X900 monitor with the UI scaled down to .8 or .9 and any and all tooltips would flash. Even the tool tip that shows that ascendancy wars is coming soon on the main menu

Basically the tool tip wont stay visible. This also occurs in game with all tool tips but only when i resize the UI. again i am on a 1600X900 monitor so that may be the issue.

Can you download and run the tool below:
