I have never played at RTS or TBS where the higher difficulty levels don't cheat. As you allude to I think you are having an issue over semantics. For me: The player is the baseline which never changes. Hard AI get bonuses and Easy AI get handicapped as they are intentionally made worse.
(Well that is true for RTSs and Ashes, I know in some TBS like Civ the player does get harsher penalties on higher difficulty levels, this could be a handicap if the AI doesn't get the same treatment)
