Offworld launches hide cash value from resource total

If you have an Offworld, you can queue up 10 Oxygen launches. Boom - your money is gone from the summary, your resource value doesn't go up, and nobody knows you're a threat.

I think this is a bug - the queued Oxygen should count as resources.

This has been the case for a long time. It's a good way to hide money and isn't a bug.
