How do you unlock the zoom?

Sometimes when you play you can zoom right in, and other times it is locked at a distance.

How do you unlock it so you can see really close.

For example, the engineers number 90-00-00 or whatever it was.

Also, I would like to see hidden smilies or skulls.. Blood splatters... 

Get that epic... something interesting..
