Just starting out - is this normal?

When starting out in the campaign, certain areas of the map are covered with a blue grid of squares. See bottom right and top left of the attached image. It's mostly prominent in not-visible portions of the map, but shows up on top of the map quite a bit too. Is this normal? I don't recall seeing it in the benchmark.
I've tried turning off MSAA (saw this suggested elsewhere). The problem occurs in DX11 and DX12, with and without multi-GPU and Crossfire, and happens in all three video modes, regardless of resolution or quality settings. Specs for reference:
i7-5820K @ 4.4 GHz, 48 GB DDR4-2666, 2x Fury X
