Is there a developer or sandbox mode for experimentation?

I'm playing Ashes for the first time and I'd like to play around a bit before delving into the game proper. To give you an idea, in Supreme Commander and Planetary Annihilation I could generate armies at will using the sandbox and/or the copy/paste option, and I could set who'd own them; so it was easy to make a bunch of units for me, another bunch a short distance away for the AI, and then have them fight it out to experiment with different unit types and strategies without having to go through the whole base-building mechanic (which is fun when you're playing actively, but boring when all you want to do is watch the fireworks).

Is there such a feature here? I Googled but came up with nothing much. I'm aware you can mod the units so they're built quickly and cheaply and effectively cheat yourself an army in no time flat, but then you still have to wait for the AI to do its thing and it will decide what to send your way without any choice on your part.

Yes.  If you run the game with -modding you can then use the ~ key to open up the console while in game and play the game as a sandbox.

This doesn't seem to work. I can't access the console, nor any sort of sandbox menu. I've tried hitting every key on my 'board.

You have to put ~modding into the launch files.

but, I did this and still doesn't seem to work for me, not an issue but thought I'd mention it

I've put -modding in the steam launch options and the map editor button shows up but the ~ does nothing.

I'll have to ask then. There's supposed to be a way to access the console.
