When I have a list of modules to upgrade in the order que and I send a ship to the starbase it upgrades nothing.
To get it to build the module I need to cancel the order for a ship and then it is in the list and I can build it.
Can it be that if a constructor docks with a starbase it builds what is on the top of the order que.
