Tech trading options

Do these options apply to the AI too, or just the human player?

To be as specific as possible:

If I turn off tech brokering, can the AI also only trade tech it personally researched?

If I turn off tech trading entirely, is the AI also prevented from trading techs under any circumstances?

I am actually not familiar with this? It is actually a bit confusing?

 

I tried one game with tech brokering on but tech trading off and i could not trade any techs, not my own, nothing.

 

But you say tech brokering works when it is switched off??

 

Just to be sure, i checked the definition of the word 'off'.... "not functioning or so as to cease to function"

 

So can someone clarify?

What a mean is they apply to Both AI and Player.

Tech Trading - Off = No one can trade tech. (Over rides tech brokering)

Tech Brokering - Off = Can only trade Tech you researched.
