I have no production or research there is a N/A on everything. cant build any ships either. what am I doing wrong?

Have you checked the governance at the top of the main screen.
Did you by chance go Negative Treasury? If so the game moves the governer to "Income" only so yeah, you need to wait till you have a positive income again.
i did go neg money but I fixed that, each planets govern says its on manual
You should go back to the Gover tab and check the % manufacturing below the large wheel. Sometimes it gets stuck on 0% after you have negative treasury and doesn't revert to the previous setting. I don't know why and it's been bugging me for a while.
You have no manufacturing. You need to have some money going to military manufacturing.
