In older version I can buy/steal every unique technologies from every civilization.Now in v2.20 i can buy only a few of them.
Is there a way to get all of them?
No. In the 2.20 version, most of the racial specific techs have been set as "No Trade".
There are few juicy ones <*cough*>Weather Control<*cough*> but for the rest, you might stand a chance of stealing them, but don't hold your breath.
