Mods in scenarios???

So, I have never played any scenarios until last night and am wondering... Am I assuming correctly that you cannot use mods in the scenarios?

Asked for an editor a long time ago, and we did get a map editor. We had one in two I don't know why they don't think it would be a good idea. I agree on that one.
